The ability to eat your cake and have it is a trick only known to some exclusive political midfielders but the Managing Director of the Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL), Mr Aliyu Abdulhameed has successfully joined these clique of men by successfully hobnobbing with both the All Progressive Congress (APC) and Peoples Democratic Party (PDP) chieftains by turning the agency into their pawns, awarding contracts to them at will, as scores of documents made available to SecretReporters has revealed.
We bring to you the first series of these contracts awarded to politicians and cronies.
Breaking the rules Section 24 (1) of the Public Procurement Act 2007 states that “Except as provided by this Act, ALL procurement of goods and services by all entities shall be conducted by open competitive bidding”. Similarly, financial regulation 292(1) states that “Except as exempted under the procurement act, all procurement of goods, works and services shall by way of open competitive bidding, which meant that all contractors/suppliers shall be subjected to the same level playing ground.
The format for submission of bids, the deadline for submission and the pre-determined criteria for evaluation shall not vary from one contractor/supplier to the other; they shall be same”. In outright disregard for this law, this medium gathered authoritatively that most of the jobs/contracts given out by Mr Aliyu never followed due process but given out as a form of settlement to political figures and fronts.
One of such contracts out of many is the rice project meant for farmers across the states. Documents revealed that the one for Gombe State was specifically handed over to Buhari Dakwambo Buhari, the younger brother of the Governor, without any form of competitive bidding or advertisement in any two national dallies as stipulated by law. Awarded to his company called Habucom Global Resources Limited, registered on April 28th 2015 with registration number RC 1257458, the DG decided to call farmers in the state ‘Habucom Gombe Rice Farmers’.
We gathered that the Governor’s brother was given the contract by the MD, to silent other PDP States, incase their Governors raise voice over the ill-treatment of their farmer, Gov. Dakwambo will stand by him. On 2nd May 2019, NIRSAL MD signed away funds from NIRSAL input account domiciled with Union Bank Account number 0080532652 the sum of N32,689,800 to Habucom Global Resource for 124 Habucom rice farmers. Another inflow into Habucom which was in tranches was transferred again by the MD. This time around, it was the sum of N110,789,100 for 375 Habucom farmers from Union Bank on 13th May 2019.
On 28th May 2019, we traced movement of funds from NIRSAL input account domiciled with Union Bank Account number 0080532652 the sum of N51,233,750 to Habucom Global Resources.
The next day being 30th May 2019, he wired another sum of N40,393,865 into Habucom company’s account from the same Union Bank account number, tagged for the ‘supply of knapsack, sprayer and water pump supplied to 644 Habucom farmers’. If you think the month of May is all that the MD turned Santa Claus to Habucom, you will be mistaken, as N26,927,360 left the NIRSAL account on 12th April 2019 as well from the same Union Bank.
The MD didn’t pick his calls nor replied to our message when we reached out to him for his own side as at press time.
